Summary
The Maine Turnpike Authority (MTA) is seeking an experienced and qualified individual to fill the position of Safety Coordinator. The successful candidate will direct, monitor and coordinate the Turnpike’s safety and health program and resources. This will include preparing, implementing and updating safety policies and procedures to ensure compliance with local, state and federal regulatory requirements; conducting safety inspections; incident investigation and analysis; safety training, conduct LO/TO and Job/PPE hazard assessments, and internal communications with regard to health and safety concerns.
The Safety Coordinator assists management and employees of all Turnpike departments including Fare Collection, Equipment Maintenance, Highway Maintenance, Building Maintenance, Engineering, Information Services, Highway Safety, Communication, and General Administration, to identify potential hazards prior to the occurrence of personal injury or illness, property or equipment damage.

Essential Duties and Responsibilities
(Any one position may not include all of the duties listed, nor do the listed examples include all tasks, which may be found in positions of this class.)
- Prepares safety policies and procedures to maintain compliance with local, state and federal requirements for OSHA. Revises Safety Manual annually, or as needed, to ensure policies and procedures are current, in compliance, and consistent for loss prevention and risk control.
- Develops and directs implementation of safety training programs for compliance with Maine Department of Labor and OSHA regulations, and other federal, state or local requirements to elevate knowledge of safety practices among MTA employees.
- Performs training in OSHA-mandated areas, as needed.
- Performs periodic safety inspects at MTA facilities for compliance with safety and health regulations. After the foregoing inspections, reports noncompliance to, and manages correction of deficiencies in consultation with, appropriate MTA departmental authority.
- Coordinates the complete response process regarding any employee injury.
- Participates in monthly safety meetings at all locations to maintain current information on equipment and procedures.
- Works with the Joint Environmental Health & Safety Committee to identify previous and potential incidents to partake in solving issues and to interpret other respective federal or state regulations.
- Works with Directors to assess training needed to maintain compliance with safety and health standards established by regulatory agencies and the MTA.
- Participates in monthly meeting to review previous incidents and to project the safety and health needs of individual departments.
- Prepares documentation to report to appropriate agencies, insurance carrier and State or Federal Bureau of Labor.
- Communicates assessment of workers’ compensation incidents to OSHA and the Turnpike’s third party administrator.
- Links workers’ compensation claims with the Director of Human Resources, respective manager and third party administrator.
- Develops and implements Emergency Action Plans in coordination with Department Directors for their respective areas; once these plans are in place, the Safety Coordinator will periodically review the content of the plans and implementation process.

Supervisory Responsibilities
This position has no direct supervisory responsibilities, but will interact, on a daily basis, with MTA employees, MTA management, and external professionals at all levels and forums. This requires interpersonal and communicative abilities, both oral and written, in order to establish and maintain collaborative working relationships.
Required Knowledge, Skills and Abilities
- Knowledge of safety and occupational health laws, principles, standards, as well as inspection and survey methods sufficient to identify hazardous work practices and working conditions and to recommend corrective measures.
- Strong communication skills in order to effectively train individuals and/or groups informally, in classroom situations, and when making presentations.
- Skill in analyzing incident data to determine trends including type of incidents and equipment involved, and frequency and severity of incidents to Turnpike personnel and property.
- Ability to communicate in writing to prepare correspondence, reports, manuals, handbooks and training materials related to safety and health.
- Ability to organize and prioritize, work under pressure and meet deadlines.
- Proficient in Microsoft Office Suite (Word, Excel, PowerPoint and Outlook)
Education and/or Experience
- Minimum qualifications include a Bachelor’s degree in occupational safety, industrial hygiene or closely related field and 4-6 years experience in safety compliance and training required or equivalent combination of education, training and experience.
- Prior experience as a safety inspector is strongly desired.
- Prior Train-The-Trainer Certification or course work preferred.
Certificates, Licenses and Registrations
Certified Safety Professional (CSP) Certification preferred.
Special Requirements
Valid Class C motor vehicle driver’s license and pre-employment physical exam required. Ability to wear a respirator.
Language Skills
Ability to read and interpret documents in English such as policies, safety rules and procedure manuals. Ability to speak effectively and to accurately convey information to staff, patrons, state and local government representatives, and the general public in a concise and courteous manner.
Mathematical Skills
Ability to apply basic mathematical and algebraic concepts such as whole numbers and fractions. Ability to calculate figures and amounts such as percentages.
Reasoning Ability
Ability to apply common sense understanding to carry out instructions in written, oral or diagram form. Ability to deal with problems involving concrete variables in standardized situations. Applies good judgment in a variety of settings including stressful situations. Ability to know when to ask questions and how to find information when needed.
Physical Demands
Frequently required to stand and walk. Occasionally required to sit; use hands to finger, handle, or feel; reach with hands and arms; climb or balance; stoop, kneel, crouch, or crawl; talk or hear; and taste or smell. Frequently lift and/or move up to 10 pounds and occasionally lift and/or move up to 50 pounds. Specific vision abilities include close vision, distance vision, color vision, peripheral vision, depth perception, and ability to adjust focus.

Working Hours
Typical hours are Monday through Friday, 7:30 a.m. to 4:00 p.m. This position may be subject to some non-routine hours. Employee must be available to come in early or work late on occasion.
Work Environment
Often those of a professional office environment. Frequently exposed to outside weather conditions. Occasionally exposed to moving mechanical parts, fumes or airborne particles and frequently exposed to the dangers of moving vehicles of all sizes and types. Frequent exposure to road maintenance and vehicle repair activities where the noise level is usually very loud.
